Rubanda LC5 Chairman, MP clash over Nyamweru Seed School

Kenneth Jogo Biryabarema, Rubanda District LC5 chairman on Saturday
evening clashed with, Hon. Henry Ariganyira Musasizi, Rubanda County
East Member of Parliament over construction of Nyamweru Seed Secondary
School.
Speaking during sports day function at Nyamweru Secondary School in
Nyamweru Sub county, Rubanda district, Biryabarema accused Musasizi
for playing all the tricks to suffocate the ongoing construction of
Nyamweru Seed Secondary School.
Biryabarema told parents who were at the function that Musasizi tried
all his efforts to make sure that the shillings 2.1 billion project is
not constructed to uplift education standards in the sub county.
Biryabarema says that Musasizi’s intentions was to sabotage the
project in order to attain a political propaganda of accusing Rubanda
district council leaders of promising air to the locals.
Biryabarema says that he was saved by Prime Minister, Ruhakana Rugunda
who summoned both parties and Musasizi’s arguments were trashed during
the meeting. Biryabarema says that he now feels very happy to see the
project ongoing without glitches adding that had it not been +his
tireless efforts of advocating for the project, Musasizi’s efforts to
block it from being constructed in Nyamweru were going to be
successful.

But speaking as the Chief Guest Musasizi who is also the Parliamentary
Committee Chairperson instead accused Biryabarema for playing false
propaganda arguing that he personally championed the advocacy towards
construction of Nyamweru Seed Secondary School and other seed
secondary schools across the country during his 9th parliament term.

Musasizi says that the project in Nyamweru sub county is being
implemented out of his input in Parliament. Musasizi also accused
Biryabarema for failure fulfil his responsibilities especially
rehabilitating impassible district roads.

He also encouraged parents to invest in education in order for their
children to have a fruitful future. he contributed shillings two
million towards completion of the multi-purpose hall while Biryabarema
contributed shillings 300,000.

In September 2019, Rubanda District Council approved the construction
of Nyamweru Seed Secondary School to improve the education standards
in the area.

However, a dispute broke out after Musasizi and the Nyamweru Sub
County LC 3 Chairperson, David Karindugu Twinobusingye reportedly
petitioned the Public Procurement and Disposal of Public Assets
Authority- PPDA and Education Ministry demanding to shift the project
to Ruhija Sub County in Rubanda West County.

They reportedly argued that Biryabarema had influenced the
construction of the school in Nyamweru sub county on a piece of land
belonging to Kigezi diocese without a title.

The petition angered parents accusing Musasizi and Karindugu for sabotaging the project.

The dispute attracted the attention of the Prime Minister; Dr.
Ruhakana Rugunda who ordered that the project remains in Nyamweru as
Planned in July 2019.

Geses Uganda Limited started the works which are still ongoing.
